With the approval of the Competent Authority, the Anti-Narcotics and Disaster Management Committees have been re-constituted as under:

2. The Roles & Responsibilities of Anti-Narcotics Committee (Annexure –I) & Disaster Management Plan (Annexure –II) are attached herewith.

3. One-half of the members of the Committee, including the Chairperson, shall constitute the quorum at a meeting.

4. The tenure of the Committee shall be two years (valid upto 30 June 2028).

Annexure-i

The Roles & Responsibilities of Anti-Narcotics Committee

  1. Spreading awareness, sensitizing the campus community against the harmful effects of narcotics and psychotropic substances on the individual, family, career and society at large;

    The awareness & sensitization programme will include -

    a) Requesting experts from Narcotics Control Bureau to conduct seminars for HoI's, HoD's', Programme Leaders, Faculty and students. The HoI's, HoD's, Programme Leaders and Faculty in turn to spread awareness among the students on a regular basis by conducting short duration weekly seminars.

    b) Procuring documentaries on the said subject and showing them to the students (class by class) by the respective institutions on a weekly basis. The report and attendance sheet to be submitted to Member Secretary of the University Anti-Narcotics Committee.

    c) To conduct an Amity Anti-Narcotics Awareness Week (AANAW) during which awareness and sensitization activities and competitions will be conducted. It is proposed that the AANAW will be made a national level event by requesting Heads from other Universities/Colleges/Institutions in the country to share their experiences of anti-narcotics campaign in their respective institutions during AANAW. March is proposed as the month in which to conduct AANAW.

  2. As a deterrence mechanism the following steps are recommended -

    a) Regular surprise checks to be undertaken by groups formed from within the anti-narcotics committee in areas like hostels and student parking areas;

    b) Administration department in every block to conduct regular surprise checks on the outsourced manpower;

    c) Security department to conduct regular surprise checks on its manpower;

    d) Specialized security personnel to be appointed to undertake routinely, rounds of the campus, including hostels, parking areas and other common areas.

    e) Block level Anti-Narcotics Sub- Committees to be formed chaired by a senior HoI of the block. The members of the committee to undertake surprise checks within the block.

    f) Block wise roaster of surprise checks to be prepared by Block Anti- Narcotics Sub- Committees.

    g) Inter-Block Anti-Narcotics Sub- Committees will regularly consult each other and coordinate whenever and wherever required.

    h) Lights and Surveillance cameras to be increased in basement parking. The committee to identify other areas where similar measures can be recommended.

    i) Letters from DG (AM&SS) to be sent regularly to the district authorities and police and coordinate with them to remove unauthorized pan/cigarettes outlets outside the campus and take other suitable measures to ensure that sellers of narcotics and psychotropic substances are not present outside the campus.

    j) X Ray Scanners are recommended to be installed at the Boys Hostel Gates, initially.

    k) An undertaking from each student will be taken immediately through Amizone.

    l) Posters will be developed and put up in the student basement parking and other locations in the Campus -

    • Sitting in the parked car is not allowed in the parking area and will attract disciplinary action
    • Cars with black stained windows, rear & front windshield are prohibited in the campus and parking area and will attract disciplinary action
  3. Taking suitable action against those found indulging in narcotics and psychotropic substances within the campus.
    Block Sub-Committees, Administration Department and Security Department will be responsible for conducting surprise checks and will report on weekly basis to the Chairperson (Anti-Narcotics Committee), DSW for further suitable action which will include advise to the concerned HoI to inquire into the issue/s and immediately send communication to the concerned parents/spouse/others (if any). Subsequently the concerned HoI will submit his/her report to Chairperson (Anti-Narcotics Committee) and DSW. Similarly, suitable action to be taken by the Heads of Administration and Security Departments and reports to be sent to Member Secretary University Anti-Narcotics Committee (dsw@amity.edu). The Committee is also requested to conduct surprise check on weekly basis for the same.

Annexure-ii

Disaster Management Plan

Disaster is a Catastrophe, mishap, calamity or grave occurrence in any area, arising from Natural or human induced causes or by accident or negligence. It results in substantial loss of life or human suffering or damage to, and destruction of property or damage to, or degradation of environment is of such a nature or magnitude as to be beyond the Coping Capacity of the Community of the affected area.

Disaster could be:-

  • Earthquake
  • Floods
  • Fire
  • Drought
  • Epidemics
  • Chemical, Biological, Radiological and Nuclear (CBRN) etc.

Amity University is a very big organization and hence there is need to prepare Disaster Management Plan. The purpose of Disaster Management Plan is to make University disaster resistant and significantly reduce the loss of lives and assets. The holistic approach has been adopted to prepare Disaster Management Plan and Action Plan keeping in mind the following globally accepted best practices

PRE DISASTER

  1. Preparedness for response.
  2. Prevention or Mitigation to reduce risk for hazard- This includes Capacity Building.

POST DISASTER

  1. Effective Response when Disaster occurs.
  2. Ability to Recover and Building Back Better.

Separate Disaster Management Plan and Action Plan has been prepared for each Academic Block and Hostel Blocks.
